Remove user guide and "Report an Issue" links from footer

The Report an Issue and mailing list links probably cause more confusion than
anything else.
We should replace them with a simple message like:
Powered by Apache Roller Weblogger 5.0
Includes software from the Apache Software Foundation
With links to the Roller site and the ASF site respectively and perhaps a tiny
little feather icon. Users can follow those links to learn what Roller use,
find the mailing list, get docs, etc.
And I suspect many sites replace that footer with one of their own anyway.
