Resolution: Won't Fix
Issue is from 2004. The use cases of where one would have a blog category that
they wouldn't want others to see anymore are sufficiently rare (usually one
would just delete the category and delete or move the blog entries to a new
category, or create a new blog with just the desired new categories) that we
can probably have such users rely on Velocity template modifications to
suppress the unwanted category.
