Fix Version/s: 5.1
For Roller trunk, the notify-me-for-new-comments checkbox is active so long as
the blog admin allows comment notifications. The blog-level
notify-me-for-new-messages setting just controls the email to the blogger, not
for commenters who select that checkbox.
