To solve [ROL-2058|https://issues.apache.org/jira/browse/ROL-2058], we have
deleted UIAction#setSalt() but that error starts appearing in notifications on
the administration page (e.g. after creating an new entry and hit "Save as
draft") and log in environments where Roller running on struts.devMode=true. we
need to revert UIAction#setSalt() as no-opp method to prevent the error.
