In the v5.2.3 release candidate I added only the "upgrade" action to the list 
of allowed actions.

But in the bootstrap-ui bench I switched from using <global-allowed-methods> to 
putting the allowed actions into each action definition, as Greg suggested. I 
think this is easier to manage and less error prone.
