Steps to reproduce:
* Use Server Admin -> Configuration page to disallow Custom Themes
* Go to the Main Menu and click into a weblog
* Notice that the Design menu is gone from the top of the page
The Design menu should still be present even when Custom Themes are disabled
and should allow users to choose a Theme but not to customize Themes.
