RocksDB moved since jira was filed. Current version is 3.9.0 so upgrading to
this one.
Patch attached.
1. In dependency-versions.gradle rocksdbVersion from "3.5.1" -> "3.9.0"
2. Changed RocksDbKeyValueStore to reflect changes in RocksDB java API for
BloomFilter configuration.
All tests are passing.
