SAMZA-1151 introduces a CoordinationServiceFactory that creates a
CoordinationUtils instance. This does not have to break the interface contract
in JobCoordinatorFactory. Rather, it isn't clear why this interface was changed
initially. Hence, undoing that change until there is further clarity on it.
