Summary: Fix HdfsSystemAdmin when staging directory is empty

Environment: getSystemStreamMetadata has the potential side effect to
persist metadata to a staging directory on hdfs. This could fail if staging
directory is empty. This patch addresses the issue with test to cover the
scenario.
