Summary: Tests in samza-api which are written in Scala are not

The samza-api project does not have the "scala" plugin applied, and it is not
configured to run the tests in "src/test/scala".
It looks like we would need to add a scala suffix to samza-api if we wanted to
enable the tests in scala, and that will probably have some backwards
compatibility issues, so it might be better to just rewrite the tests in java.
