Previously in samza, the KafkaSystemAdmin was created for a system only once.
After some migration work we did for kafka-0.11, we started creating
KafkaSystemAdmin multiple times, i.e once for each input kafka topic of the
job. This slows down the container and ApplicationMaster startup considerably.
This JIRA tracks the work to fix this problem.
