SystemAdmin instance for each system are created multiple times in each
component of ApplicationMaster. They're created multiple times in the
JobModelManager, ChangelogStreamManager, CheckpointManager etc.
Ideally this should be created once and shared across all components of the
Application Master. This ticket tracks the work required to accomplish this
task.
