LocalApplicationRunner currently depends on the configs of the
ApplicationDescriptor it is provided at construction time once initializing the
stream processors for the application. Since planning happens in
LocalApplicationRunner after construction, these configs do not include
system-generated configs from, for example, input and output descriptors that
are defined in Application.describe(). LocalApplicationRunner should be
modified such that stream processor creation has access to the full set of
planned configs, as is already the case during container start up in Samza YARN.
