The {{gradle.properties}} file defines a {{gradleVersion}} property which is
respected by the {{bootstrap.gradle}} file - however, this is only for building
samza from a source dist.
The actual samza build is still using Gradle 4.8.1; I will make a small tweak
to the root build.gradle to correct this situation.
