Job coordinator High availability will bring up a new AM which can connect to
already running containers of the job. This ticket is to enable the running
container to connect to new AM - establish heartbeat with new AM.
Upon startup, AM already publishes its coordinator tracking url to coordinator
stream.
Running container should read the coordinator stream when its current heartbeat
fails and establish connection with new AM using the new url.
