*Problem*: Currently, the stream processor state transition expects that the
processor enters job model expiration state before starting a new job model.
This however, isn't the case when the processor starts fresh since there is
nothing to expire at the beginning.
We want to simplify this and allow onNewJobModel as a valid state transition
from stream processor start.
