[~garryturk] I wrote the kafka patch review tool. There are some tradeoffs of
using a tool to do patch reviews. If you have regular contributors and a lot of
patch reviews to be done, this tool is very useful. Almost every regular
contributor and committer to Kafka uses this tool and it saves time on patch
reviews due to the JIRA/RB integration. However, we don't require the usage of
the tool for one-time lightweight contributions to save people the overhead of
installing a new tool just to submit one patch to Kafka. Having said that, the
setup itself is very simple and this wiki describes the tool setup and usage -
