As part of SAMZA-21, we messed with KafkaSystemConsumer.refreshBrokers. In the
process of doing so, we accidentally stopped updating BrokerProxy with all
topic/partitions that it should consume after we add the first one. As a
result, each BrokerProxy only consumes a single topic/partition pair.
