Is it ok to just exclude that file from apache-rat-plugin, or should it rather 
have a license header? (In the main Samza repo it doesn't have a header)

Could someone please test whether hello-samza builds ok with this patch? 
apache-rat-plugin is currently playing up for me (it just sits in an infinite 
loop, burning CPU but not making any progress).
