I think the value of code coverage reports are:
# Publish to the website as part of the Hudson CI for newbies to check out.
# Automate code-coverage test checks that prevent a drop in code-coverage.
We do neither of these things right now (though we should). This is getting
frustrating. Steve has been super patient and persistent, but I think there's
more value in working on some of our other tickets rather than spinning our
wheels on this. I'd rather just remove jacoco.
