Following up on this. We have deployed the fair share scheduler, and it as 
expected. Containers are distributed evenly over an empty cluster. I'm moving 
this ticket out of the 0.7.0 release path. YARN-2027 is still ongoing, so I'll 
leave this ticket open as a tracker.
