This is actually a very very old feature that used to have a UI link in the AM 
dashboard. The feature was required because YARN didn't used to have a kill-job 
script, which they now include. The UI link was removed, but this code was 
never cleaned up. It seems more YARN-ish to just remove this code entirely and 
manage job killing through YARN directly.
