Yeah, we shouldn't have removed them entirely (sorry, reviewed on my phone,
which was a mistake).
However, I'm not sure if that ASF policy document (while better than previous
iterations) is state of the art. I read minimal to mean we don't need to
repeat licenses in the LICENSE file (ie, we can do group by license). Flink
0.7 was just released with this LICENSE file:
https://github.com/apache/incubator-flink/blob/master/LICENSE, which was
specifically [approved by

(who pays more attention to the state of art of Incubator's demands). I'd
recommend we go with that style.
