   Hi @RickyHuo @garyelephant @CalvinKirs, I implemented the second version, 
please review the patch when you are free, thanks.
   
   1. Add `SeaTunnelConfigFactory` which works as `ConfigFactory`.
   2. Extract the sort logic to `SeaTunnelConfigParser`(Keep it the same as 
before)
