### Search before asking - [X] I had searched in the [feature](https://github.com/apache/incubator-seatunnel/issues?q=is%3Aissue+label%3A%22Feature%22) and found no similar feature requirement. ### Description After #1669 finished, we can support load plugin jar from distribution. This is hope to talk about splitting transform plugin from distribution. The advantage is that when we want to add a new transform plugin, we can just create a project/module and add the dependency of `seatunnel-api-xx`, after we finish our code, we just need to package the plugin and put it into seatunnel plugin directory. Then seatunnel will automatically find it.
