   This PR focuses on **step-3** of issue #10414: operational features for file 
source continuous discovery.
   
   
   ### Does this PR introduce _any_ user-facing change?
   Yes.
   
   Previous behavior:
   - Continuous discovery did not provide source-side post-sync lifecycle 
actions (delete/backup/retention).
   
   New behavior:
   - Users can configure post-sync lifecycle actions in continuous mode:
     - `post_sync_action = delete` (delete source file after 
checkpoint-complete commit),
     - `post_sync_action = backup` (move source file to `backup_path` after 
checkpoint-complete commit),
     - optional retention cleanup on backup files via `retention_max_age`.
   - New validations are added:
     - `post_sync_action` only supports `discovery_mode=continuous`,
     - `backup_path` is required only when `post_sync_action=backup`,
     - retention options are valid only for backup mode and must be positive,
     - phase-1 backup is restricted to same filesystem (same scheme + 
authority).
