   Improve JDBC E2E stability and reduce flaky failures in part-1/3/5/7 by:
   - replacing order-sensitive checks with deterministic assertions
   - replacing time-variant test data with fixed values
   - replacing `Thread.sleep` with condition-based waits (`Awaitility`)
   - making hidden setup/assertion failures fail fast

   No.
   
   ### How was this patch tested?
   
   - Ran affected JDBC E2E tests in part-1/3/5/7 locally.
   - Re-ran key flaky-related cases to verify better stability.
