   STIP-23 should be included in 3.0, which helps the engine to unify the 
control of when each connector performs refresh operations. This is a major 
capability provided by the engine, without the need for each connector to 
consider refresh logic and `checkpoint` or `2PC` boundary issues separately. It 
provides strong support for scenarios that require real-time business 
commitment delays (except for backpressure)
