Thanks for volunteering to implement this. The most important review boundary for the first delivery is to keep the policy semantics explicit and small: `strict`, `evolve`, and `ignore`, with backward compatibility preserved when `schema-changes.enabled = true` and the new policy is not configured. I also tried to assign the issue to you from the repository side, but GitHub is not accepting that assignee login in this repository right now. That does not block the implementation itself.
