### Purpose of this pull request Fix two E2E test failures introduced by #10949. **Changes**: - `ClassLoaderITBase`: Fix `getClassLoaderUpperBound()` in cache mode — add `DISABLE_CACHE_MODE_CLASSLOADERS_PER_JOB` allowance for classloaders created by the first job - `SeaTunnelEngineClusterRoleTest`: Add `pollDelay(5s)` and `pollInterval(2s)` to cancel-job assertion to stabilize flaky timeout after master handoff on slow CI ### Does this PR introduce _any_ user-facing change?
