Addressed the remaining review blocker: Registered all 45 Azure SDK runtime and transitive JARs in the dependency-license inventory. Synced the latest dev, including the unrelated IRIS E2E fix. Confirmed Spotless and Azure provider packaging pass locally. Full dependency-license verification is now running through Linux CI because the local Windows build encounters the previously noted shaded-JAR file-locking issue.
