### Purpose of this pull request Add a dry-run validation mode for SeaTunnel Zeta CLI so users can validate job configuration before submitting a job. ### Changes - Add `--dry-run static` CLI argument support for Zeta command validation. - Add static validation for config syntax, required options, unknown keys, DAG topology, option types, plugin loadability, and SQL transform parsing. - Block dry-run usage through the REST API path so the feature is limited to CLI validation. - Add English and Chinese documentation updates. - Add unit tests and validation fixtures for the dry-run flow. ### Tests - Added unit tests for CLI argument parsing and dry-run validation behavior. -- This is an automated message from the Apache Git Service.
