Synced this branch with latest dev and resolved the Oracle CDC docs conflict. I kept the latest dev wording for the common Oracle CDC options and kept this PR's SCN specific startup option docs. The startup docs still match the runtime contract where Oracle specific startup uses startup.specific-offset.scn.
