PR #11489 now covers this savepoint-stop failure path, including both the busy-source barrier starvation and the missing transition out of `DOING_SAVEPOINT` when a savepoint fails. I also tried to reflect the ownership through the issue assignee state, but GitHub does not currently recognize @agarwalrahul2702 as assignable in this repository. The `help wanted` label has still been removed to avoid duplicate work, and we can treat this thread plus #11489 as the source of truth for the active implementation.
