This is already addressed in the current HEAD.
SeaTunnelGetJobCheckpointCodec.decodeRequest(ClientMessage) is still
preserved as the legacy API returning jobId, and the new
decodeRequestParameters(ClientMessage) is only added for the server-side
path that needs restoreModeCode. It also keeps backward
compatibility by detecting legacy vs new request frames by frame length
and defaulting legacy requests to RestoreMode.SAVEPOINT.
So the compatibility concern was valid for an earlier revision, but it is
outdated for the current branch head.
