URL: https://github.com/apache/seatunnel/pull/11578

   ## What problem this PR solves

The Zeta docs currently expose REST API And Web UI, REST API, and Web UI as
separate sidebar entries, which makes the operations path look scattered. The
Web UI docs also overstate the UI as a management surface without clearly
explaining which operational actions still belong to REST API or CLI.

   ## What is changed

   - Group REST API, Web UI, Security, and Python SDK under a single HTTP
Operations sidebar entry.
   - Rewrite the REST API and Web UI overview page as an HTTP operations
orientation page.
   - Clarify the current Web UI capability boundary in English and Chinese docs.
   - Update related links so the new HTTP Operations title is used consistently.

   ## Validation

   - ./mvnw spotless:apply
   - ./mvnw spotless:check
   - git diff --check
   - Sidebar doc id filesystem check
   - Modified Markdown relative-link filesystem check
   - Independent maintainer review found no blockers

No local compile, unit test, integration test, docs build, or UI runtime
test was run, following the local Apache SeaTunnel rule that local work on the
main repository is limited to formatting and format checks unless explicitly
authorized. Runtime/build validation is left to GitHub CI.
