Quick follow-up after the later review activity: another review has raised source-level change requests on this same head, and there is no newer commit after that yet. So I will not keep Daniel's earlier `clear_waiting_ci` note as the complete current merge state. Please address the open restore-mode review points first, then push an updated commit. After that I can re-review the full Flink restore path against the latest code.
