Thanks for weighing in. I agree that this is a meaningful direction, and because the runtime boundary is large, keeping it on the STIP path is the right level of review. For the next review round, I would keep the discussion tied to the concrete gates around Draft PR #11557: phase boundaries, restore compatibility, capability/lane persistence, attempt fencing, conformance coverage, and performance evidence.
