Opened the first runtime implementation PR: #11614. This one implements the unsupported-sink fail-fast part of the SchemaChangeEvent contract: Zeta now preserves explicit schema-evolution writers and legacy writers that really override the deprecated hook, but fails fast when a sink only inherits the deprecated default no-op method.
