   Thanks for isolating this to the JDBC `MERGE` path and for linking PR #11730.
   
   This does look like a real bug rather than a usage issue: when every column 
is part of the key, SeaTunnel should not emit `WHEN MATCHED THEN UPDATE SET` 
with an empty body. In that case the matched branch should simply be omitted so 
the statement remains valid and unmatched rows can still be inserted.
   
   Since you already have a focused fix in #11730, the main next step is review 
around dialect coverage and regression tests for all-key tables across the 
affected `MERGE`-based JDBC dialects. Keeping this issue open until that PR 
lands is the right path.
