### Purpose of this pull request
Fixes #11656.
This migrates `JobEventHttpReportHandler` and its focused mock-server tests
from okhttp 2.x to the existing managed okhttp3 4.12.0 dependency.
The existing HTTP behavior is preserved:
- 30-second connection timeout
- 10-second read and write timeouts
- five idle connections with a five-minute keep-alive
- configured request headers
- existing response and error handling
The okhttp3 response is closed with try-with-resources.
### Does this PR introduce _any_ user-facing change?
No.
The event-report configuration and HTTP request behavior remain unchanged.
This is an internal dependency migration.
### How was this patch tested?
Updated the focused unit coverage to verify the request method, configured
headers and reported event payloads using okhttp3 MockWebServer.
Verified on JDK 11 with:
