## Purpose
Closes #10215
## Changes
Added missing test cases to `DmdbTypeConverterTest.java`:
1. **testReconvertTimestampTz** - Tests reconversion of
`OFFSET_DATE_TIME_TYPE` to `DATETIME WITH TIME ZONE` (with and without scale)
2. **testReconvertTimestampTzBoundary** - Tests that scale > 6 is capped at
MAX_TIMESTAMP_SCALE for TIMESTAMP_TZ
3. **testReconvertDecimalBoundary** - Tests boundary conditions for Decimal
reconversion:
- Precision > 38 (capped at 38, scale adjusted)
- Scale < 0 (capped at 0)
- Scale > 37 (capped at 37)
4. **testReconvertTimeBoundary** - Tests that scale > 6 is capped at
MAX_TIME_SCALE for TIME
5. **testReconvertTimestampBoundary** - Tests that scale > 6 is capped at
MAX_TIMESTAMP_SCALE for TIMESTAMP
These tests improve unit test coverage for the Dameng/DM JDBC type
converter, covering edge cases and boundary conditions that were previously
untested.
