Addressed the review feedback: added Javadoc for the JDBC 4.2 -> LocalTime text -> OffsetTime fallback, including the MySQL extended-TIME limitation, and narrowed the title/description to MySQL and PostgreSQL rather than expanding other dialects. Validation: `JdbcFieldTypeUtilsTest` 9/9 and `spotless:check` passed locally with JDK 8. Force-pushed `ae5da47ba`. -- This is an automated message from the Apache Git Service.
