Addressed the current Windows-only unit-test failure on the new head `0342ae2189f5d2ba9465fef461120158cae98d18`. The failing lane was `Run / unit-test (11, windows-latest)`, which stopped in `RestApiSubmitJobStartWithSavePointTest.setUp` with `IllegalStateException: Node failed to start!`. I traced that failure against the same engine-server test bootstrap path fixed in #11834 and applied the same loopback-address narrowing here: the Hazelcast member lists, fake worker addresses, and the engine-server test resource configs now use `127.0.0.1` instead of `localhost`, so Windows CI no longer depends on dual-stack localhost resolution during node startup. This is intentionally scoped to the engine-server test wiring only; it does not change the feature logic in this STIP branch.
