   ### Purpose of this pull request
   
   Related to #10753.
   
   This PR adds an SNMP sink to the existing `connector-snmp` module.
   
   The first sink slice:
   
   - sends SNMPv2c `SET` requests
   - maps one SeaTunnel row to one SNMP variable binding
   - supports configurable target host, port, community, timeout, retries, OID, 
value field, and type field
   - supports SNMP4J type names emitted by the existing SNMP source, including 
`OCTET STRING`, `Counter`, `Gauge`, `OBJECT IDENTIFIER`, and formatted 
`TimeTicks`
   - validates the configured OID and input field mappings
   - preserves the existing SNMP source state and Java serialization contract
   - adds English and Chinese documentation and configuration examples
   - registers the SNMP sink in `plugin-mapping.properties`
   
   This initial implementation does not add SNMPv1, SNMPv3, traps, or informs.
   
   ### Does this PR introduce _any_ user-facing change?
   
   Yes.
   
   Users can configure `Snmp` as a sink and send SNMPv2c `SET` requests from 
SeaTunnel rows.
   
   The existing SNMP source configuration and behavior remain unchanged.
   
   The sink provides at-least-once delivery. A request may be repeated after 
failure or recovery if its checkpoint has not completed.
   
   ### How was this patch tested?
   
   Added focused coverage for:
   
   - sink option validation
   - row-to-variable-binding conversion
   - SNMP4J type aliases produced by the source
   - formatted `TimeTicks` values
   - request success and error responses
   - timeout and retry behavior
   - source compatibility
   - legacy serialized source state restoration
   
   Verified with Java 8 and Java 11:
   
       ./mvnw -pl seatunnel-connectors-v2/connector-snmp test
   
   All 38 connector tests passed on both Java versions.
   
   Also verified:
   
   - the nine-module connector reactor package
   - the repository Spotless check
   - SNMP communication using loopback UDP tests backed by SNMP4J
   
   No external writable SNMP agent or MIB was used locally.
   
   ### Check list

   * [x] English and Chinese connector documentation has been added.
   * [x] This PR does not introduce an incompatible change.
   * [x] `plugin-mapping.properties` includes the SNMP sink registration.

   * [x] Focused unit and loopback integration tests cover the new sink 
behavior.
