Merged `dev` into the branch (`e6e243744e3`, GitHub "update branch" merge
commit, no manual changes) and restarted CI.
Why: on `9e433426e49` the only red left after reruns was
`all-connectors-it-7 (8)` —
`PostgresCDCIT.testPostgresCdcSnapshotOnlyAndCommittedOffsetStartupModes`
timing out at `PostgresCDCIT.java:603` (`expected: <1> but was: <0> within 2
minutes`), 3 out of 3 attempts on JDK 8. That line on this branch was still
`await().atMost(120, TimeUnit.SECONDS)`; the branch was 134 commits behind
`dev` and did not have #11644 ("Give PostgresCDCIT post-restore assertions
their own budget", `577032fb5a7`), which replaced it with the larger
`RESTORE_ASSERT_TIMEOUT_MILLIS`. The underlying race is the open #11847 (fix in
#11864, not merged yet), so a fourth rerun on the old budget was not a real
fix; picking up `dev`'s budget is.
Everything else on `9e433426e49` was green after reruns (`doris-connector-it
(8)` was a one-off Doris BE readiness failure: `NoHttpResponseException` on
`172.18.0.2:8040`, passed on rerun; `all-connectors-it-7 (11)` passed on
rerun). The three-dot diff against `dev` is unchanged by the merge.
