Quick merge-state recheck (no new commit or reply since my 09-04
scope-clarification note, so the source-side blockers from my 07-13
`CHANGES_REQUESTED` review still stand unchanged and this note doesn't affect
them): GitHub is now reporting `mergeStateStatus=DIRTY` /
`mergeable_state=dirty` on this head — an actual merge conflict against `dev`,
not just the ordinary divergence I've been tracking (this branch is now
`behind_by=368`). I hadn't explicitly called out a real conflict before, so
flagging it separately here: once the source-side items from my last review are
addressed, please also sync with the latest `dev` and resolve the conflicts so
CI can run cleanly on the merged result.
