Thanks for the scope clarification. I agree the first implementation should remain server-local and transport-independent, with the REST/metrics/configuration adapters deferred. I will follow the split and can review the policy/value-object contract once the focused PR is opened, particularly fencing, stale samples, stabilization timing, and restart recovery.
