This direction is already an active implementation path, so please do not start a parallel versioned-savepoint design or PR. I rechecked current `dev`, the storage and cleanup call paths, and the complete open PR set: PR #11962 already implements the same core boundaries, including separated savepoint storage, a versioned reader/codec path, metadata, manifests, local and HDFS storage, compatibility tests, and documentation. The simple envelope idea is useful review input, but it is not sufficient on its own: layout isolation, a version-dispatching reader, legacy fallback, terminal cleanup exclusion, commit/abort semantics, and compatibility fixtures must evolve together. Please review or contribute against #11962 instead of duplicating it.
