Thanks for the clear analysis. A small standalone workflow scoped to `seatunnel-cli/**` that runs `pytest` and lint on pull requests, with no network or model credentials, sounds like the right fix. When you open the PR, could you note which Python version(s) the job will run against and which linter you plan to use? It would also be good to make sure changes to the workflow file itself trigger the job.
